Development and Implementation of a Regional Flash Flood Guidance System (FFGS) South Eastern Europe Region

Project website

Title Development and Implementation of a Regional Flash Flood Guidance System (FFGS) South Eastern Europe Region
Abstract The purpose of this project is the development and implementation of regional flash flood guidance and early warning systems. The approach will entail development, based on the already existing infrastructure at global scale, of regional technology, training, protocols and procedures to address the issues of mitigating the impacts of flash floods and the application of such a system information through the National Meteorological and Hydrological Services (NMHSs) of the participating countries.
To accomplish this, the World Meteorological Organization (WMO) will cooperate with the Hydrologic Research Centre (HRC), San Diego, USA to implement a flash flood guidance and early warning systems designed along the lines of similar systems that have been made operational in different parts of the world. In cooperation with a designated Regional Centre, the project will be executed by the participating national hydrometeorological services with the HRC providing technical assistance in cooperation with NOAA/National Weather Service for the system implementation and training; and WMO providing global data access, quality control and supervisory services including Monitoring & Evaluation of the project. USAID/OFDA is providing funding support for the project.
Specifically the countries to be included in the project are proposed to be the following: Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Republic of Moldova, Romania, Serbia and Slovenia.
Based on global estimation of rainfall from satellite imagery, the system will provide the NHS of each participating country with an estimate of the precipitation amount and an indication (guidance), based on physically-based hydrologic modeling, as whether it would generate a bank-full discharge. NMHSs will integrate local knowledge from other sources (their national networks, observers report, etc.) to validate the guidance and issue as required a warning through channels proper to each country.
Key words Flash flood guidance, early warning systems, mitigating the impacts of flash floods
